Congresswoman Elaine Luria Highlights New Data Showing Impacts of President’s Emergency Declaration on Hampton Roads Military Projects

At Least $28.5 Million at Stake in Virginia’s Second Congressional District

WASHINGTON – Congresswoman Elaine Luria today highlighted new Defense Department data revealing the potential effects of the President’s national emergency declaration on military families and communities in Virginia’s Second Congressional District.

According to the new data, the declaration threatens to divert between $28.5 million and $191 million of urgently needed military construction funding that is critical to Virginia, the security of our nation, and the well-being our men and women in uniform and military families. 

The wide range is due to the fact that the administration currently says it won’t raid projects with award dates before Sept. 30, 2019. Still, at least nine military construction initiatives in Virginia’s Second Congressional District appear on a list of projects whose funding could be diverted to a border wall.

“The House and Senate have already voted against diverting valuable military funding to other projects,” Congresswoman Luria said. “This issue transcends politics, and I am proud to stand with Members of Congress on both sides of the aisle to uphold the Constitution, defend our system of checks and balances, and protect military funding designed to keep Virginia and America safe.”

Earlier this month, the House and Senate both voted to terminate the emergency declaration under the authority provided in the National Emergencies Act. After the votes, the President issued his first veto. Congresswoman Luria recently cosponsored bipartisan legislation that would require congressional signoff on national emergency declarations.

The President’s emergency declaration undermines the training, readiness, and quality of life of our military and their families by potentially targeting the following nine high-priority construction initiatives in Virginia’s Second Congressional District:

Dam Neck

  • June 2019: SOF Magazines – $8,959,000
  • August 2019: ISR Operations Facility Expansion – $29,262,000
  • September 2019: Reserve Training Center Complex – $18,443,000

Joint Base Langley-Eustis

  • April 2019: Aircraft Maintenance Instructional Building – $34,000,000
  • May 2019: Fuel System Maintenance Dock – $14,200,000
  • June 2019: Fuel Facilities Replacement, Ground Vehicle Fueling Facility Replacement – $12,700,000
  • July 2019: Air Force Targeting Center – $45,000,000
  • January 2020: Construct Cyber Ops Facility – $10,000,000

Naval Station Norfolk

  • January 2020: Replace Hazardous Materials Warehouse – $18,500,000
